1 create a user as a limited account this will do the restriction to do this load cmd by Start > Run > CMD
and then type
Net user anyone /add
this then creates a limited account only and you can not install softwear or hardwear without the permission of an administrator and secondly make guest account active my typing in cmd net user Guest /active:yes the enter this turns on guest accout no password needed and they can not install softwear or hardwear again becuase it is only a guest account
good luck to exit cmd just type the word exit or click the X
