restrict internet access for user

HI i want to setup my machine so only i can access internet and the other user cannot. is it possible to restict a user from accessing the internet on a adsl connection which is always on (no username/password needed) i have tried "set program access and defaults" and unchecked "enable access to program" for the default web browser. However this only seems to remove the shortcuts to the internet explorer and doesnt truely disable the program. Do i need a 3rd party program?

Just change the DSL settings to use a password. It can remain on but only to the login screen. That way only those with the password can go online. No need to spend any extra bucks unless you just have to have it that way.

sorry should of explained a but more the internet is connected via a network switch which is plugged into a router that has username/password programed into it already. There are other computers on the network that use the internet and i dont want to create a situation where everyone has to enter a password to access internet.

There are some third party programs that will deny access to the net without a password. I forgot what the name is but Mcafee has one that works fairly well.
