Restore Recycle Bin, Explorer Crash

It seems lately when I go into Recycle Bin and click Restore All Items, then x-out, I get a dialog box saying Explorer has encountered a problem and needs to close. I click for more info and find out its a file within my Local Settings\Temp folder that only seems to exist while I get this error message, after which, it's gone. Windows tells me the file is always "appcompat.txt" or something like that but that phantom temp file has a different name (something like "3F371B.txt" which I cannot open since it's in use). However, if I restore the items in the bin and wait a second or two before I exit, I have no problems. Any idea what's causing this odd problem?

Windows XP Home SP2
Microsoft Office 2003
Pentium 4 @ 2.8GHz
512MB Dual Channel RAM
40GB HD
