Restore Point UI utilities fail

CPU/Ram: 2.4G Pentium, 1.5G RAM

I've had some problems, after a power failure, during a software installation on XP Pro.

The result is that both "Help and Support" and "Restore Point UI" utilities do not open. (The former runs with a blank screen, the latter does run at all.)
Thankfully, I created a restore point (and I presume that this backs up the registry too) but NOW I cannot go back to restore to that restore point.

How can I get my "Help and Support" and "Restore Point UI" utilities working again?

I did an sfc check and all seems OK.

Any help would be REALLY appreciated :-(

The fault is not clear, reinstalling xp would fix it.

I'd rather avoid that, if possible.

This wasn't an installation OF XP pro, but occurred whilst installing an application.

Still best to reinstall the OS. If you had an image of the partition it would be a simple fix.

A power failure that is usually accompanied by a power surge. That is what messed up the data. No telling what else is corrupted. The drive could possibly have problems too.

I would suggest backing up personal data and starting over. You might want to run a drive fitness test on the HDrive.

It seems I will have to do a "repair install" after all.

Can someone point me to the places where I can get information on the backup and recovery steps to do before and after the process?

I do know how to do a repair install; I just mean the stuff you have to do to so as NOT to have to re-install all one's apps and config settings!
