Restore Point UI utilities fail

I've had some problems, after a power failure, during a software installation on XP Pro.
The result is that both "Help and Support" and "Restore Point UI" utilities do not open. (The former runs with a blank screen, the latter does run at all.) Thankfully, I created a restore point (and I presume that this backs up the registry too) but NOW I cannot go back to restore to that restore point.
How can I get my "Help and Support" and "Restore Point UI" utilities working again?

I'd rather avoid that, if possible.
This wasn't an installation OF XP pro, but occurred whilst installing an application.

Still best to reinstall the OS. If you had an image of the partition it would be a simple fix.
A power failure that is usually accompanied by a power surge. That is what messed up the data. No telling what else is corrupted. The drive could possibly have problems too.
I would suggest backing up personal data and starting over. You might want to run a drive fitness test on the HDrive.
