I assume you've seen this sort of thing (one of many google hits):

There are some restore downloads here, although I can't personally vouch for the website:

You will have to use your CD burners "burn an image (or iso)" software in order to create the disk from the iso file. Don't just burn the download itself onto a disk. If you haven't got such a feature then this free program will do it:

To use the disk you will probably need to go to BIOS and set your CD drive ahead of the system drive (usually C) or it will just bypass the disk and try to start Windows.

Always pop back and let us know the outcome - thanks

Have you tried booting to Safe Mode or Last Known Good Configuration? Reboot the computer, and Press F8 to get to the Boot Menu.

I'd tried that first...and fixing the error rather than restoring to Factory Settings. However if you want to go that route, understand you will lose any programs or data on the laptop. F11 at boot should get you to the Restore/Recovery options.

Since you apparently have the product key you can download an xp iso here:

That will be a generic install but you should be able to get any necessary drivers from the compaq support page for your model. Also note there are some links there for recovery/restore disks. Any for compaq would probably be with 'hp restore cds'.

Hello, and thanks for all the different ways to approach this. I need to let you know a few things. I've tried everything that you have mentioned with no luck.. I think I need a CD that has everything I need to re-install Windows XP. Like a original Windows XP CD. This PC will not allow me to do a thing after the hal.dll. is displayed. Thank's for all you have done to help me, you are appreciated.

A cd created from an iso download from my link above will give you a an 'original windows xp cd'. If you're having the same problem as before you must not have done a fresh installation or you have a hardware problem. A fresh install would include deleting and then recreating the partition on which you install windows. That can all be done as part of the setup process with the xp disk.

I believe when the xp disk sees you have a previous installation it also gives a recovery option. You can try that too.
