Dell Latitude d600 xp sp2 no floppy drive. Can I use a cd in place of the floppy when the backup asks for a floppy to use for restore?

Can you expand on your problem a little please.
Do you already have a backup on a CD that you are trying to restore? How was the backup made?
Which backup program are you using?

If you mean ntbackup, that is the default popup. Just select the correct media. No, you can't directly backup with ntbackup to a cd.
In many cases you could find ways to take a floppy image and put it on as track one of a cd. You may need to install a virtual floppy drive or a usb drive in worse case. I'd try the virtual floppy drive first.
I read it wrong and answer it wrong too. So get off my case you peanut.
