My other computer keeps restarting when I hit shut down.

Check the Power scheme options in bios. There may be a "wake-on" option enabled that is causing the machine to automatically start up. Goin' Fishin' (Some day)

Since BIOS is totally independent of whatever operating system may be installed in any machine I find it difficult to accept the above statement. Any machine with a WAKE_ON option in bios can be triggered to boot by the event so set, as long as the mains power is connected. If that were not the case there would be no point to including the option in BIOS.
