Restart when turn on/off my laptop

sometimes when I turn on my laptop it will retart after the computer had completely turned on ( and sometimes I could see a blue screen with lots of words there, and I couldn't finish reading it because it flash away so fast, and then it restarts) after the restart, it will say that a window log of error had occured (something similar to this)
and sometimes when I turn my laptop off by pressing the power button, it will restart too!) hope that someone could help me!

When was the last time you degragmented the hard drive and ran check disk using My Computer>c drive and properties>tools?

you are crashing upon bootup. review your event viewer logs for clues as to what is crashing.

Give a person a fish, they eat for a day. Suggest they internet search and they learn a skill for a lifetime.

I finally can read the blue screen about the error, it said:
IRQL_NOT_LESS_OR_EQUAL
technical info:
***STOP: 0x0000000A (0X05F5E03A, 0X00000002, 0X00000000, 0X80500B3A)
and it also said that if I had installed any new hardware or software (but I didn't install anything recently).......although this didn't happen very often, but I'm still worry about my laptop...
