Restart question

When I 'Turn Off Computer' and do a Restart
my hard drives appear to power down.

I surmise this because when my system is booting up there is a 10 second delay from the time my Promise Ultra 100 PCI card displays it's BIOS info until my drives attached to it are displayed. I also hear what I think are my drives powering up.

If I boot up my machine cold I do not have this 10 sec. delay.

The Ultra 100 only has 2 hard drives attached to it, each one on seperate IDE's.

My 2 CD's and tape drive are on the mobo's IDE's.

I recall that Win98SE also did this.

Any thoughts on my problem?

I have some problem when installing some software in my pc. When i click the setup
icon, it didn't setup. I found "wowexec" was
using nearly 99% of my ram to install but nothing happened. So, how can I remove or unstall it. One more thing, can you tell me what is it?Thankyou for your attention.^_^
