Reset jumpers every boot up

Hi I have to reset the jumpers on the motherboard every time I turn on or else it just wont start I can restart but as soon as I power off it wont boot up all the fans come on but no beep I have athlon 1800+ and rev 7.1a motherboard

Yeah but I have to do it every time there are two sets of jumpers on the left its like this :::. on the right its like this :::.: I just swap em around a bit to get the desired result i must admit I dont quite kow what ime doing but normally when ive done ths before on another computer it works and i dont have to do it again and again. thanks.
