Assigning a static IP address won't work because My ISP won't accept that.

what do you exactly mean. What type of connection do you have. VPN ? or just LAN with DHCP spoofing. You can configure your TCP/IP settings. If you want to obtain an particulair IP adress you can insert it by: Control Panel -> Network Connections -> Properties -> TCP/ip

The address given to you by your ISP is the address your going to get. There's nothing you can do about it unless they would give you a static address.
