Removing Install Rights to Users

I have 3 Users at Home, I am using XP Pro. I am the Admin on the computer, the other 2 are just Users, but for some reason 1 of them keeps installing a program. I want to remove the right to instal anything on the system for this user. This User doesn't even want to install, it installs by itself. The program is some stupid Antivirus Software called eScorcher. All this user is doing is surfing the Internet doing homework. When I log in there account to check what they have been doing I see in the system tray the damn program. I have uninstalled it once under the Control Panel/Add & Remove Programs. I also deleted the folder and registry entry and it keeps coming back.

to set use rights do the folowing
log in as admin..and open the user sccounts. then chose the account u require and select it as a user and not admin. it should work!...
With win 2k u could select power users, guest or general users. they could not install any program unless they have admin rights. try it with xp and see how u get on..

I did do that, I am set as admin and the other two are set as Users only. But for some reason they can still install. I actually went into to Users in Admin Tools and made sure they are only that. I am trying to find out how I can look at the Security Settings and specifically lets you choose what they can and can't do? Kind of like Win2000 in Admin Tools/Local Security Policy. Please Help
