CPU/Ram: Pen3 600mhz/256

I am putting an old HDD in a different PC. Worked fine in the old PC. I keep getting an error on startup "Remove Disk or Other Media, Press Any Key to Restart" There is no disk in any drive. I have tried changing the Floppy cable and drive. I checked all the cables, the Jumpers are set according to specs on maxtor's website for the model drive. I disconnected every combination of drives and booted. Still getting the error, and I cant figure out what else to try. Anyone have any ideas?

I tried installing windows again and got a long error message ending with technical information: "Stop: 0x0000008e (0xc0000006, 0x808c890, 0xf9472a10, 0x00000000)"
