Remove debug.exe from Win XP

I am trying to remove debug.exe from the Win XP operating system. Security restrictions in my organization require that attrib.exe and debug.exe be removed from several hundred machines that I am responsible for. Attrib can be removed by deleting the file and the auto restore file, but debug keeps auto restoring. Any suggestions?
