My friend just bought a laptop from one of his friends and it has a bunch of startup items that start with C:\WINDOWS\System32\IME or C:\WINDOWS\IME. I think they're something to do with Chinese translation but my friend doesn't need that so how do I safely remove it? Thanks

I believe you're right, it does pertain to a language module, but not necessarily Chinese, I believe it is loaded whenever a non-English language is chosen.
Try going into MSCONFIG and un-check those two entries, reboot, and see if anything isn't working. If everything is fine, then leave them unchecked and they won't startup when Windows does.
