are there any icons ? try ALT +CTRL + DELETE (task manager) in applications tab press "new task" and write "explorer" without the quotes

There are no icons. It gets as far as the screen where it says loading personal setting and then I get the message iertutil.dll was not found. Unable to start.

i was investigating a little and i think that repair installation should sort it out the formatting is the real stuff BUT YOU WILL LOSE ALL DATA ON THE WINDOWS DRIVE try repair first...

That's a common problem
What you are missing is
iertutil.dll normaliz.dll
Boot with a Booatable CD with an explorer or a prompt I use Winternals but a selfmade boot CD will do it too preferable with USB support.
Make sure you have the dll's on an USB stick mounted to your computer.
Copy the 2 dll's to c:\windows\system32
Remove the CD and reboot and BE HAPPY
O yeah , you can find the dll's on the net

iertutil.dll and normaliz.dll are located to system32 try putting them to a pen drive from the computer you are using now and restore them to system32 with windows xp recovery console if doesn`t work...considrate about repair installation... that might work

I downloaded iertutil.dll onto my computer and then saved it to a thumb drive. I put it into the problem computer and got the message error loading newdev.dll. The specified module could not be found.
Anything else I can try? I have no icons or start
