Some more info for you. The PDA you have is

1. Running Windows Mobile 6.1.
2. Manufactured by HTC - a Taiwan-based company.

In this case the error message is similar to API return code: 1381 ERROR_TOO_MANY_SECRETS The maximum number of secrets that can be stored in a single system was exceeded. The length and number of secrets is limited to satisfy the United States State Department export restrictions. So it looks like there is a (US) government imposed limit that breaks the operation.

There is nothing to fix. The Big Brother prohibited it.
