remote shutdown

I am trying to use the shutdown command (shutdown.exe) to remotely shutdown other computers on my peer2peer network (all xp). If I do it thru the command line, it says, "The network path was not found." If I try it via the -i switch (graphical display), and I hit browse, it says, "The Directory Service is currently unavailable." Do I need active directory running on a server or something?
