Remote network reboot

Ok. i mainly use an XP setup but have another machine in a different part of the house running 98 and serving my adsl connection to the machines on the network.
now, the problem i have is the 98 machine will sometimes switch the modem off for no apparent reason and the only way to get it back online is to reboot the machine. im fine with this as its mostly related to the upload speed but it would be handy if i could issue a command for the machine to reboot from my current machine.
so. i short what i need is a way to command a machine to reboot over the network. i recall reading somewhere that a shortcut could be made in 98 to restart a machine, could this be linked across a network and does anyone remember the command line.

get a program call WinVNC. It will allow you to remote the PC and manually shut it down. I have a network at home and I use it to control other workstations in the house. The great thing is that it's free. Here's a link to the web site. http://www.uk.research.att.com/vnc/
