No, however you can upgrade from Windows XP Home Edition to Windows XP Professional to get Remote Desktop. You can use Windows XP Home Edition as the client for accessing your Windows XP Professional computer running Remote Desktop.

There are also plenty of other ways. Internet sites provide a service as well as all sorts of programs (any of the vnc's pcanywhere and many others). There are a few good ways to get at files like barracudadrive. A lot of messengers have ways to share desktops too.
What exactly do you wish to do?

the easiest way to set up a remote desktop i've ever seen is CSpace:
a simple decentralized and highly encrypted instant messenger with embedded realVNC. easy to install, no configuration. tunnels NAT/Firewalled routers, one click remote desktop.
another option is hamachi & real / ultraVNC ... google for those.
