Hi there,
I'm using Outlook to run two e-mail accounts that are set up with a New Zealand ISP. I'm in the States now and one e-mail address works fine but the other doesn't. The second address can receive mail but won't send mail. After 2 days of one message sitting in the outbox, the following e-mail message was received from the System Administrator
5.7.1 Relaying not permitted: [recipients e-mail address].
The accounts of both addresses are set up the same with only the names changed.

Are the return addresses the same as the one being used to send? I believe you can get this message when you have two accounts like John1 and John2 but your return address for both are John1.

Yes, your return address has to be the same as the server that you are trying to send on.
That is done to prevent spamming.

Are you connected to the net using one ISP but using an outgoing server for another? Some ISP's won't allow that. Verizon for one.
If that's your situation, try changing the outgoing server to be the one for the ISP you're using to connect.
For future reference, Outlook questions should be posted in the Office Software Forum.
