If the reinstalling routine goes smoothly, then your applications, data and settings will remain intact.

Reinstalling XP should go smoothly - and all your settings, programs will be preserved (as long as you select "Upgrade"). I had to do this a couple of times after installing the XP service packs which caused some software incompatibilities.
