i formatted and now i cant get windows back in i have the recover cd but all it does is go to choice action that all can you help

Have you selected boot from cd in the BIOS?

hi yes i have dont that thanks ,you see it a dell dimension 2400 and i have not been able to get it to work after i formatted i put the recover cd , and i get e: but that all i know to do so u see i need help thanks
