Ok I moved all the files and programs that I want to keep over to my 2nd internal hard drive. If I reinstall windows xp will I still have all my files that are on my 2nd hard drive?
Or do I have to disconnect the cable to the 2nd hard drive before I re-install windows xp? But if I do disconnect it,
will it make me have to reinstall the 2nd hard drive once I finish re-installing windows?

Files can be moved. Programs will need to be reinstalled after installing Windows.
No need to disconnect anything. When installing Windows be sure the path to the correct drive is selected.

Othehill is correct.
I personally would recommend disconnecting the second hardrive just to be extra safe. Then there is no way you could accidentally format it during the setup.
Afterwards, you just shut down your computer, plug the drive in, restart your computer and it will automatically be "installed" by Windows in about 15 seconds.

So even if I move the program files in the program files directory,
I'll still have to re-install the programs?

That is correct. The programs wouldn't be linked to the OS any longer. Wouldn't matter if you left them on the original drive either.

ok when I put in the compaq recovery cd and shutdown and then turned it back on,
I got this error:run-time error R6003
-integer divide by 0
A:/>and then it just stops right there,
it won't give me the option to reinstall windows

You should have an option to boot to the CD. Check the BIOS and make sure it's in the list of bootable devices. Then watch the screen carefully to boot to the CD.

ok it worked and I reinstalled win xp but now the problem is it won't let me access the 2nd hard drive unless I format it.
If I format it,
I will lose all the stuff I saved to it correct?

Where are you seeing the second hard drive? In My Computer or in Disk Management?
Did you reinstall Windows to the original hard drive?
What capacities are BOTH the first and second hard drives?

I see it in MY COMPUTER and in the DEVICE MANAGER.
Yes I reinstalled to the original hard drive.
The first hard drive is 33 GB.The 2nd HD with all my backup files is a 350 GB drive but it's showing up as 0 since it's not formatted

Are you saying the drive size is showing as 0?
What service pack do you have installed? Update to at least SP1.
Was the second drive working on this computer before you re-installed Windows?

since I just finished reinstalling windows,
I haven't updated any service packs or drivers yet.and yes the drive was working before I re-installed.

You must have at least SP1 installed in order to see a hard drive larger than 127GB. Install a service pack. Also install all chipset drivers.
