I just did a clean format and reinstall of my win xp, and now i cant get my broadband connection up and running, it is recognizing everthing i believe, except it is not reading an IP

You have to reinstall their software Russ. XP don't know who you use and cannot detect it during install. You need to contact your ISP and get their specific software.

are you on a router? you can try resetting your router manually
