If i reinstall Win Xp, will all my programs that are currently installed work as normal after the reinstallation and will all the settings be the same as well? Thanks.

If you follow these instructions you will reinstall and keep all of your files and folders and My Document info.
1. When the Press any key to boot from CD message is displayed on your screen, press a key to start your computer from the Windows XP CD.
2. Press ENTER when you see the message To setup Windows XP now, and then press ENTER displayed on the Welcome to Setup screen.
3. Do not choose the option to press R to use the Recovery Console.
4. In the Windows XP Licensing Agreement, press F8 to agree to the license agreement.
5. Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
6. Follow the instructions on the screen to complete Setup.

......but you will need to reactivate windows and all your windows updates will have to be downloaded and reinstalled again.

Sabertooth don't know what he is talking about.
Ignorance is only displayed when you open your mouth.

Backup your data & do a format & FULL reinstall. If there's a problem with your system it will probably stay there. Doing this every six months or so gets rid of all the crap that builds up. These reg cleaners never actually do a full job, don't care what anybody out there says. They also have a habit of removing the wrongs things.
If you have a big drive & it is partitioned, on the second create a folder called install & put all your programs that you use in windows eg, your firewall, antivrius & all the XP updates. I only use 1 cd when doing a reinstall, the XP CD, everything else in on my drive.ps. hope you understand my babbling lol
Is Ye Alreet

if you reinstall in the recovery mode then all the settings and programs will be preserved.

I usually ignore personal attacks, but since you took it a step further by emailing me I have to let you know that I stand by what I said, I have installed, configured and repaired WindowsXP on behalf of myself and others collectively hundreds of times.
Quite like you said "Ignorance is only displayed when you open your mouth", because there is a lot you need to learn or experience using XP.
BTW. If you had intelligently read my initial post you will see that it never said anything about settings and programs not being intact. Why am I even listening to someone whose email sig reads Why Wait? Move to EarthLink.

Ok..I cannot reinstall xp from the cd. Initially the problem was that my computer kept booting and rebooting itself (it is still doing that) I got the download from microsoft for the boot disc and setup floppy. I did that and then was asked for the windows cd...the setup started and then stalled at 32 minutes..I restarted the computer ....it says restarting setup and then the computere reboots again..HELP!!!!!

Is there any chance that you are running into a overheating problem with your system? Are all your fans working like they should be especially the cpu fan? And for the record, I had to reinstall XP a month ago. I did a clean install and I didn't change the name of my computer when it came up in the screen. I didn't have to re-activate it. I did have to download the patches and updates again. I was just relieved that I didn't have to reactivate it all over again. This may have been a fluke because when I put in a new mobo, cpu and memory I had to reinstall and reactivate over the phone. They said that it was because I did all the hardware changes and reinstalled. So the only reason that I can think of as to why I didn't have to reactivate was because I didn't change anything and left the name of the computer the same.
