Is doing a system setup from scratch the same on a laptop as it is for a desktop? As far as the OS is concerned that is?

The only subtleties I can think of is that you may have some additional drivers to install depending on what hardware the laptop has. It's always a good idea to download all the necessary drivers before you start the installation.

Most brand name laptops have a "Recovery CD" or "Restore CD" that comes with the unit that contains the operating system and all drivers needed. Generally speaking, you put the CD in the drive and reboot and it will boot to the recovery/restore menu where you can initiate the fresh install.
Some manufacturers have been using a partition on the hard drive to hold the OS information and the recovery/restore process runs from there and not CD.
If you have a recovery/restore CD or partition I highly recommend you use that to reinstall your system.
