regsvr32.exe, what is it?

My comp is running extremely slow. I brought up Ultimate troubleshooter and se regsvr32.exe, which I had not seen on there before. Add/remove program froze on the desk top. System restore to get google toolbar back. Now I don't se rgsvr32.exe. But ran regseeker, found several in the rgistry. Is this a virus or malware? Ran Bullguard scan. Nothing. Googled, doesn't look good. Any help appreciated. Thank you.

No! It is NOT a virus. It is a program in Windows to REGISTER DLL Files! This is a critical program in windows and should be part of the protected files. DO NOT DELETE IT!
There are many other reasons why your computer may be operating slowly, heavily fragmented hard disk, too full of a hard disk, a registry that is heavily overburdened with broken links from uninstalling and reinstalling software... also, virus/trojan/worm/malware infections...
