regsvr32 - entry point not found

CPU/Ram: and duron 384 MB

I have recently formatted my harddrive and reinstalled xp pro. I haven't downloaded or installed anything since then. Now whenever I got to cmd.exe and try to register .dll files, I get an error messege saying " 'dll' was loaded, but the DllRegisterServer entry point was not found. This file can not be registerd." I've been the Microsoft Help Support site but not help there. I have also seen the dependency walker site but I have no clue how to use it.

Some .dll files aren't "self-registering", so the regsvr32 command is just informing you of that.

The regsvr32 procedure is meant to be for troubleshooting only - usually, all .dll files are registered by the parent-application's installer.

If you get the message you listed above, that means you can't use regsvr32 to register that .dll file.

What program are you having trouble with installing? Or what are you trying to do, exactly?

I'm trying to install the BootLogonUI Randomizer found at http://www.belchfire.net/userxp/indexlbr.htm. I've tried downloading an older version and uploading the version from another computer where it works fine. TweakUI doesn't work either from the Microsoft Site.
Maybe it's because my copy of windows is burned?

It sounds like either
1) a permissions problem, but you probably would be seeing clear messages about not having proper permissions to install new programs without administrator permissions.

So, I think this is the likely cause:
2) TweakUI uses a "Treeview" control, and on the page of that BootLogon UI program, there are references to it needing the comctl32.ocx, which is the collection of Common Controls, like Treeview, which may not be on the XP CD. You can download the upgrade for free from the Microsoft site:
ActiveX controls upgrade (Microsoft)

Upgrade the controls first, then restart the computer and try installing TweakUI & BootLogon again.

I downloaded the file and I tried to install it but I get an message saying "Visual Basic 6.0 is required to finish this installation. Please Install visual Basic 6.0 and then run this installation again." I downloaded VB6 Run time files, restarted the computer and tried the activx download again but I got the same message. Then I tried service packs 5 and 6 but same thing. Am I missing something?

If even TweakUI doesn't install properly, I'd go with reinstalling XP. The installer itself might have a problem.
