Registry Disappeared Computer Still Works

Specs: Windows XP Pro SP3, 250
Computer does operate so XP is locating a registry file from somewhere. I just can no longer edit the registry file, or edit Msconfig. Please help. Four virus scans are negative. Problem started right after Mcafee free online scan then a Norton free online scan. Both them reported no viruses.
I type regedit in the Run command box.
I hit enter.
I see Note Pad open a file regedit.txt
The contents looks like Asci code (see below.)
ëf0üïyKD‘ÑŠuëòúvÜS85Ÿ|@ˆ¡Ñ“D6_¼`Ã_–ÿÐ‘Ë ª

only one readable line of text but I do not trust it.
R E G E D I T : C r e a t e F i l e f a i l e d , G e t L a s t E r r o r ( )

Same text file opens when I type Msconfig but is named msconfing.txt. Same Ascii character content. Location of text file is C:\Windows
