Starting "Registry Cleaner" Program it asks that all Programs and Applications should be shut down during the Scan. Being on DSL,would mean I am without Virus Protection. Is it possible or advisable to run "Reg Cleaner" in Safe Mode?

With prompts like that, all you really need to do is shut down active applications, you can leave the passive (background) apps alone.

Be careful with any registry cleaners. If you do not know what you are doing, it can do more harm than good.

I recommend not using registry cleaners. They are dangerous and cleanng the Registry normally causes minimal (if any) improvement in system performance.
