I run regedt32 and regedit opens instead. I go into system32 and click on regedt32.exe and regedit opens. I've removed all reg* files and re-installed sp1 and still this happens.

Why you want to open regidt32 because regedit is the same thing.

Microsoft removed regedt32.exe from XP. Regedit.exe's functionality has been merged with regedt32.exe's, so regedit.exe now supports all the extra data types (e.g., multistring, security). If you start regedt32.exe, the system runs regedit.exe.
