regedit and cmd

i can't open regedit.exe and command.exe. a message tells me that it has been disabled by the administrator. the prob is I AM the admin. the last time i was able to use these .exe(s) was before i installed TUNEXP 1.5 and styleXP. I have uninstalled these 2 prograsms but i still can't run the .exe files. how can i enable regedit and cmd??? thanks 4 the help.

do a system restore to before that date when the PC acted up.
If your car is running good...don't give it a tune-up....same goes for your PC

um.. peter, i cant restore it to an earlier time because i have the system restore turned off. it kinda eats up space and resources... neway, il try tufenuf's advice. thanks to both of you.. *gone to try RN 1 in http://www.computing.net/windows95/wwwboard/forum/158838.html *

thanks.. tufenuf. the .inf file fixxed my regedit but i still cant access the command prompt thru cmd.exe. it still says that it has been disabled by the admin,.. :( pls do advise on what to do,, thanks
