Re-enable windows-installer?

Hi guys.
By ways that remain unknown to me, I have disabled the windows-installer. When I try to run it a message pops up saying: "The installion program could not open the INF file msmqocm.inf. Please contact the system administrator. The error-code is 0x2 on line 2011777033". I was adviced to run regsvr32 msi.dll but this has so far remedied the situation.
Put the goldfish in the CD tray and run scannow. LOL! Do you have msmqocm.inf in the C:/windows/inf. folder? Without the CD you may be SOL. Try searching google for msmqocm.inf and see what info is out there.
