Tools from the menu bar->Internet Options->Advanced tab->under Multimedia, select the Show Pictures option->OK

Most of the time, the problem is caused by the person who authored the webpage. They made a mistake in how they added the pictures. Nothing you can do except email them and tell them the pictures aren't showing.
