Are you saying that "Empty Recycle Bin" is greyed out? Do you know for a fact that there is data in it? What happens if you double-click it's icon? Does it open? It's possible that the icons for "Full" and "Empty" have been transposed, but you don't give enough information...

Are you running an anti-virus program that stops that controls the recycle bin, like Norton.
If so, special steps need to be followed to empty it.

Hi Aras,
Your description of the problem is rather vague, but that happened to me twice. I solved it like this:
I opened Word or Notepad and created a new text file with just one or two words in it, which I saved to a folder of my choice (the Desktop will also do).
After that, I deleted that text file by sending it to the Recycle bin.
Then I restarted Windows. After rebooting, I emptied the Recycle bin and the normal, "empty" icon came back.
