WHat do you mean 'Recovery Disk'.
If you want a Start Up disk, then simply use your 98 / Me disk!

right click the icon for a drive and choose format there is a check box for make a dos disk.
xp cd is bootable so in most cases you dont need a boot disk,but you can search support.microsoft.com on how to make an nt boot disk and then follow those instructions for xp disk
