Straight from Microsoft:
"If you have not created a password reset disk and you have also forgotten the password for all user accounts, you cannot log on to your existing Windows installation for security reasons. In this case, you must perform a "clean" installation of Windows XP, re-create all user accounts, and reinstall all of your programs."

If you don't have file encrypting enabled, you could perform a parallel installation of Xp on another partition, and access your documents from there.

Ken - How about this from http://www.theeldergeek.com/recovery_console.htm
Recovery Console Password
On many XP installations you can't start the Recovery Console because it won't recognize your password. This registry edit causes the Recovery Console not to ask for a password. This works for both XP Home and XP Professional.
Start > Run > Regedit Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Setup\RecoveryConsole Set the DWORD SecurityLevel value to 1 Exit Registry and Reboot
Hope this helps
