I presume you mean the Icon on the Desktop.
Right click on your Desktop >
Properties >
Desktop Tab >
Customize Desktop >
On the General Tab, click Restore Default and ok.this should restore any default icons back onto the desktop.

your icons are held in a cache in your system32 folder (cant remember name). that might have a problem. try running
sfc from the command promt.
go run > cmd
and type
sfc/scannow

Create a new text document on your desktop. and open it. Insert this text into the new document.

Once you've added this new text...goto File/Save As... and call this text document recyclebin.regSave it on your desktop.
Now back up your registry.
Once backed up...right click the recyclebin.reg file on your desktop, and select merge.
Answer yes to the following prompt you will get, and then re-boot.Once back into windows..you should have a new recycle bin.

buba, Go to the link below, click on "Win XP Fixes", then click on "Restore Recycle Bin Desktop Icon" and download & run the "recycbin-2.reg " file.

If the above doesn't solve the problem go to the link below and under the letter "R", scroll down to "Replace/Repair the Recycle Bin (Line 64) and download & run the fix.
