Recent Erratic CPU Usage

I've had quite a few problems with this machine, so this is just another one on top of the heap.

Usually when I'm running a program, a certain portion of cpu is used each time. Like say, running IE always uses around 5%, Nero around 10%, and other programs likewise. The percentage is usually always the same for whatever program is using it.

Well, just recently my cpu has decided to start wigging whenever running anything. So instead of a program using, say, a solid 15% cpu, it'll zig-zag from 15% to 100% to 80% to 20% to 6% and so on for the duration it's used. It's now doing this with all programs and is making the computer feel very unstable.

I'm spyware and virus free, don't have any unnecessary programs running in the background, and haven't had anything like this happen before. It's only been going on for a couple of weeks now and I don't know what to make of it.
