re-activate the task manager

Sometimes when I press "Ctrl-Alt-Delete" I get the message "Task Manager is disabled by the administrator". How did that happen? I certainly didn't de-activate it. How do I re-activate the task manager manually, without rebooting? BTW, of course I am administrator.

Slipgrip, Methods 1 or 2 in the instructions at the link below are simple fixes and usually correct the problem.
