QuickBooks on new account

I just setup a new user account on someone's computer. She used to share an account with another person and she works with Quickbooks. Quickbooks doesn't seem to be set up to be used in the new account. How do I set it up so that she can use it in her new account? Once I get that working, how to I get it so that all the files she worked with under the old account are accessible from the new account?
