quick launch does not open

i am running windows xp ..........when i right click on taskbar for creating quick launch it gives me the error "cant not create toolbar" it successfully creates other toolsbars like desktop,address whats happening and how i can quick launch working another thing to mention that with administrator account there is no problem...the problem is exclusive to a user account(has administrator rights)

i simply rename the profile folder and now its working................
