Hi,
I am looking to buy a PCI card to connect a 500gig IDE Hard drive as well as a DVD/RW and CD ROM. I need a card that is ATA and ATAPI. One of the specs says, "ATA IDE 133/100/66/33 hard drives up to 132 GBytes" Does this mean that the card will only recognize 132 gigs on the hard drive?

That's probably correct. If the controller does not have 48 bit LBA compatibility, that will be the case. Check http://www.48bitlba.com/ for more info.
Another thing to watch out for: All the IDE cards do not support optical drives, so be sure to check on that.

Where are you seeing a listing for a controller card like that? I am guessing eBay?
Go to newegg.com and ALL of their cards will be 48 bit LBA compliant. As aegis mentioned, some don't support ATAPI (optical drives). There are TWO links below. The first is filtering to IDE. The second appears to be the best of the cheap cards.
