If i create a new account and transfer as per Microsoft's recommendations ( will the programs still work fine? If not how much usability is the user going to lose? Would it be easier just to reformat?

The users account is unstable and a lot of programs are not working correctly, they work fine in new accounts and admin accounts. I want to make a new profile transfer the data, recreate account on domain and transfer over data. Any other preferred way?

It's not easier to reformat. At one time, I had to constantly clean or create another profile for my brother who was getting viruses from myspace & other social networking sites. I did exactly what you said. I created a new profile & transferred the data.

Each new account that is created starts from Default User profile.
default user ---
The profile that serves as a basis for all user profiles. Every user profile begins as a copy of the default user profile.

You could Customize Default User as indicated here ---
That way each new profile has same features in it.
