Well have you checked your CPU temperature? Boot into bios. you should find an option such as PC HEALTH. Go there and watch the temperatures. Do not put that 150w PSU back in there. You risk overloading it.
Do you have any powersaving options enabled in either bios or windows? Look in controlpanel>power options

My thought is that the 400w is faulty and thermal tripping itself. Return it.

I would say 400w is sufficient.

400 Watt is only sufficient if it has the amps distributed correctly over the various rails. The +12v rail amperage is critical, especially with all those drives plus a high end vid card that takes an extra 12v plug of it's own. The general recommendation is 18 amps or better.

Here's a rough idea of what you need:

motherboard = 0.5 amp
CPU = 10 amps
HDD = 2 amps each (x 3 drives)
optical drives = 1 amp each
cooling fans = 0.25 amp each
9800 pro = 7.5 amps

I'm guessing you'd need at least 25 amps on the +12v to cover everything. Another thing to check is the weight of the unit. Generally, the heavier it is, the more heavy duty the components...so heavy = good, light = junk.

25 amps X 110 volts is 2750 watts. Are you speaking of milliamps.

I see what you did. You used the 12v side and 18 amps. Thats 204 watts.

If you go to the firing-squad link that I posted, it explains in detail how to calculate your PSU wattage & amperage requirements.

Don't trust the wattage calculator alone...it only tells part of the story. Amperage is the key
