Proxies on Netscape, how do I lock

Not sure what board to post this on but I have posted problems on here before and the help was tremendous:

I recently switched to a isp with a filter. It seems to me that it only works with Netscape if I configure the proxy. I am using Netscape 7.1. The filter comes from maranatha.net and it works on Internet Explorer...but I am used to Netscape and would like to continue using it.

How can I set this up with a password so that it cannot simply be switched to "direct internet connection"

In other words the filter is no good if anyone can just go into edit/prefs and switch from proxy to direct connection.
