Protected file Eg.SAM file question

Windows protects certian files for example the SAM file (Where windows keeps its username and password information) if you go to c:\windows\system32\config and try copy the SAM file or basicly do anything with it, it doesn't let you, unless you boot off a bootdisk and copy them without Windows loaded

My question is how does a program like V2I (Powerquest Drive image 7)
Manage to backup all your files and folders including the protected ones to a image file within Windows without having to restart at all?
How does image programs like V2I or Nortons Ghost get access to such files while the operating system is running.

If anyone can shed any light on this I would much ablige.

This is a guess, but they probably drop down to a DOS like mode, bypassing the OS and directly address the files on the hard drive.
