programs launching too slow

Whenever i try to open a program by clicking on an icon from the desktop it takes forever for the program to open. Can someone please help me to fix this problem. I ve tried someting called shredder remover and it does not work, ive ran ad aware, spybot, scan disk, disk defrag nothing seems to solve this problem. My brother downloaded a free program recently and ive read that maybe it contained some harmful software possibly using my cpu as a server. Any one know how to solve this problem, i menan the programs usually take a really long time to launch after clicking.
