Close any open programs... hit ctl-alt-delete
The windows task manager will pop up... go to the applications and close those programs that you do not need open..
go to the processes tab.. click on user name.. and under your screen name, close any unneccessay applications.. this will free up memory for you..

Just an add-on:- Windows xp and 2000 are very hungry for space. You need a system with atleast 4GB HDD for it to run good and stable.

Any chance it's not supposed to be an exe file. I've occasionally had problems when an internet download has the wrong extension and I've had the same error.
Your temporary internet cache is not large enough. In explorer open tools, internet options, general tab, settings, adjust amount of disk space to use. Good luck.
